Trying to find the name of this movie?

There is something I remember (not sure if it's a movie or a TV show
episode) that I saw in the 80's on TV. It was from the 50's or 60's,
and all I remember is one particular clip (that weirded me out,
probably because I was a kid), that had a blond woman running down the
street in a panicked state, looking up and around trying to find the
source of a voice that appeared to be coming over a loudspeaker that
she couldn't find. The was a man's voice and very condescending or
taunting, and seemed to have a Middle Eastern or Russian accent. I
can't remember what he was saying other than calling her by the name
"Mrs Creston" or "Preston". In recalling what the woman looked like,
she seems to look similar to Tippi Hedren. It might have been a
Hitchcock movie or something like one.
I was thinking Outer Limits as well. I will have to check out the
lists of all episodes. If anyone else knows let me know.
