Music cd from when I was younger but can't remember who it was by?

The only thing I can remember about it was the very distinctive album
cover which was of a naked man in the desert with a giant eye staring
at him...? I remember seeing it in about 1999/2000, but I'm not
exactly sure if that was the time it was released. Any help would be
great. Thanks. :)
